Bibliography

IEEE Std 7003-2024, Annex F (informative)Carried into ISO/IEC/IEEE DIS 42703Retrieved 20 October 2026

Annex F is informative. It lists the bibliography; it adds no requirement and no normative reference.

This annex is informative. It explains and illustrates; it does not create a requirement. A finding cannot rest on it alone. The normative clauses are 4 to 9.

What annex F asks

Annex F is the bibliography. It lists the sources the standard's authors used and the related material a reader can consult. It is informative. The standard has no normative references, so nothing in the bibliography is a condition of applying the standard. The bibliography is still useful for vocabulary, for testing methods and for the wider ethics and systems engineering context, but each entry has to be judged on its own.

Why it matters

A bibliography is a map, not a mandate. Teams sometimes treat a listed source as required because it appears in the standard. That is a costly mistake when the source is paywalled or out of date. The bibliography can also be a shortcut to the vocabulary and testing material that the clauses assume, which is why it is worth reading even though it adds no obligation.

What good looks like

Use Annex F when a clause refers to a concept the team needs to understand, such as a testing method or a vocabulary. Record which entries the team used and why. Check the edition and the access route before relying on an entry. Do not add a bibliography entry to the conformance claim unless the organization has chosen it as an aid and recorded that choice.

Evidence an assessor asks for

The assessor will ask why a bibliography entry is cited. The answer should be that it aided the work, not that the standard requires it.

  • Source log The bibliography entries used, with the clause or task they support
  • Edition check The edition and access route for each source relied on
  • Aid decision Any source adopted as an aid, with the reason
  • Claim boundary Confirmation that no bibliography entry is presented as a normative reference

Where it commonly fails

  • A bibliography entry is written into a contract as a requirement
  • An out-of-date edition is used without a check
  • The source log does not say which clause the source supports

What to do before publication

Keep a short source log beside the register. It shows the reading behind the work without turning the bibliography into a requirement.
