Cultural Aspects

IEEE Std 7003-2024, Annex E (informative)Carried into ISO/IEC/IEEE DIS 42703Retrieved 20 October 2026

Annex E is informative. It discusses how cultural bias affects systems and how systems affect culture.

This annex is informative. It explains and illustrates; it does not create a requirement. A finding cannot rest on it alone. The normative clauses are 4 to 9.

What annex E asks

Annex E is an informative annex on cultural aspects. It covers the impact of cultural bias on an AIS and the impact of an AIS on culture, including algorithmic culture, problems with misclassification, algorithms and polarisation, dimensions of cultural bias, accounting for diversity and recommendations. It supports the context of use work in clauses 1.4, 4.2 and 9.3, but it adds no requirement.

Why it matters

The annex is the reason a system validated in one market cannot simply be redeployed in another. A category that is benign in one culture can be stigmatising in another, and a model trained on one population can misclassify another. The annex also looks the other way: a system can change the culture it operates in, which is a form of drift that a technical monitor will not see.

What good looks like

Use Annex E when the context of use changes or when the system serves more than one cultural group. Record the cultural assumptions in the requirements and the data map. Add cultural indicators to the ongoing evaluation. Where the team lacks the competence to assess a culture, use the clause 4 external advocate route rather than guessing.

Evidence an assessor asks for

The assessor will ask whether the validation population matches the deployment population. A new market with the same model is a new context under clause 1.4.

  • Cultural assumptions The assumptions in the requirements and the data map
  • Market comparison The differences between the validation market and any new market
  • Cultural indicators The signals added to the ongoing evaluation
  • Competence note Where the team lacks cultural competence, the advocate or adviser used

Where it commonly fails

  • A model is redeployed in a new country with no context review
  • Cultural assumptions are left implicit in the data
  • The team guesses at a culture it does not know

What to do before publication

Treat a new cultural context as a trigger event under clause 1.4, not as a translation task.
