What is recorded, what is derived, and what is an estimate

ISO/IEC/IEEE DIS 42703 is at stage 40.99: the DIS is approved for registration as an FDIS. That is the last enquiry stage before the approval stages. It is not a published standard. This page separates the recorded facts from the planning estimate, because the difference decides what you can put in a contract.

Stage 40.99 is recorded. Later stages are not, so the table leaves them blank. A blank is not a prediction and it is not a date. The planning date is a separate, labelled estimate.

THE RELATIONSHIP, LABELLED

The published IEEE edition is readable now

The clause register

ISO/IEC/IEEE DIS 42703 is a joint ISO, IEC and IEEE project. It carries the same title as IEEE Std 7003-2024, published on 24 January 2025. The clause structure and the obligations in this register are read from that published edition, because the DIS text is not public.

What the ISO page records: the joint designation, the title, the committee ISO/IEC JTC 1/SC 42, the ICS 35.240.01, the stage 40.99 and the stage date. What it does not record: the draft text, an FDIS ballot date, a publication date or a clause-level change. A catalogue record (Genorma) states that the DIS is adopted from IEEE 7003-2024, and the ETUC newsletter describes a proposed direct adoption. Both are secondary. The site labels the relationship as a reading, not as an ISO statement.

What this means for a contract. A contract written today should cite IEEE Std 7003-2024 if it needs a published edition. A clause that cites ISO/IEC/IEEE 42703 cites a draft. The draft may change before publication, and a draft cannot be certified against.

WHAT IT MEANS

Three things to take away

The detail
01

Do not wait for the ISO label

The published source is readable now. The bias profile, the stakeholder set, the data map and the signed assessment take months, and they are the same work under either label.

02

Do not cite a draft

A DIS is not the applicable standard. If a customer asks for ISO 42703 today, say that it is at 40.99 and offer the published source and your evidence.

03

Watch the dates, not the rumour

The FDIS ballot and the publication date are not recorded. The watch emails when the record changes, with the diff. The planning date is an estimate.

THE RULES THIS IS BUILT FROM

The rules this is built from

Read from the real rules, not invented. Every clause answer on this site points to the official rule behind it, so you can check any line yourself. The register holds 67 records, 269 evidence lines and 201 common failure lines. The dates come from the ISO record. The substance comes from the published IEEE edition behind the joint project.

ONE STAGE RECORD

No invented date

Stage 40.99 is recorded on 16 September 2026. The planning date is an estimate and is labelled wherever it appears.

Read the record

The ISO draft text is not public and is not reproduced. Each record cites the published clause it comes from. Where the public record is silent, the page says so.
