Answer

What is ISO/IEC/IEEE DIS 42703?

It is the first ISO edition of the standard for algorithmic bias considerations, developed by ISO/IEC JTC 1/SC 42. It is a Draft International Standard at stage 40.99, approved for registration as an FDIS. It is the joint ISO, IEC and IEEE project whose published IEEE edition is IEEE Std 7003-2024. It is not published and cannot be certified against.

What the designation means

DIS means Draft International Standard. The 42703 number is the ISO project number. The joint prefix records that ISO, IEC and IEEE developed it together. Stage 40.99 means the enquiry phase is over and the draft is approved for registration as a Final Draft International Standard.

What it covers

The standard gives creators of algorithmic systems a process for considering bias across the system life cycle. It covers the bias requirements and boundaries, the bias profile, stakeholder identification, data representation, risk and impact assessment, and evaluation of the design, the outputs and the ongoing operation.

What it does not cover

Tracking and certification are outside its scope. It does not enumerate the decision criteria that make bias unwanted, because those depend on the context of use. It does not replace legal, ethical or moral obligations, and conformance does not guarantee that the system meets its mission.

Why the relationship matters

Because the joint project has a published IEEE edition, the substance is readable today. The ISO label will arrive later, with the ISO foreword and conventions. The clause work does not have to wait, and the register on this site shows it.

Questions

Is it the same as ISO/IEC 42001?

No. 42001 is an organization-level AI management system standard. 42703 is a system-level process for bias considerations. They overlap at the impact assessment and the evidence, but they are different standards.

Who writes it?

ISO/IEC JTC 1/SC 42, Artificial intelligence, with IEEE as a joint developer. The published source was developed by the IEEE Computer Society's software and systems engineering standards committee.

Is it voluntary?

Yes. Use of the published IEEE source is voluntary. A procurer and a supplier can make it a contractual condition, and that is a different kind of obligation.

THE RULES THIS IS BUILT FROM

The rules this is built from

Read from the real rules, not invented. Every clause answer on this site points to the official rule behind it, so you can check any line yourself. The register holds 67 records, 269 evidence lines and 201 common failure lines. The dates come from the ISO record. The substance comes from the published IEEE edition behind the joint project.

ONE STAGE RECORD

No invented date

Stage 40.99 is recorded on 16 September 2026. The planning date is an estimate and is labelled wherever it appears.

Read the record

The ISO draft text is not public and is not reproduced. Each record cites the published clause it comes from. Where the public record is silent, the page says so.
