Answer

How does ISO 42703 relate to ISO/IEC 42001?

ISO/IEC 42001 is an organization-level AI management system standard. ISO 42703 is a system-level process for bias considerations. They overlap at the impact assessment, the data controls and the evidence, but neither replaces the other. A 42001 programme can hold the 42703 record for each system it governs.

The levels are different

42001 asks the organization to define, operate and improve an AI management system across its systems. 42703 asks the creator of a particular system to consider bias across that system's life cycle. One is a management system, the other is a system-level process.

Where they meet

The 42001 impact assessment of AI systems and the 42703 risk and impact assessment can share one method and one record. The 42001 data controls and the 42703 data representation work can share the same data map. The 42001 documented information requirements can hold the bias profile.

What the 42703 record adds

A clause-by-clause bias record with the stakeholder reference set, the two risk inventories, the signed accountability and the design and monitoring evaluations. That is more specific than a management system clause, and it is what an assessor asks for at the system level.

How to connect them

Map each 42703 clause to the 42001 clause or Annex A control that owns it. Put the map in the management system, not in a separate binder. Then a 42001 audit and an assurance request read the same evidence.

Questions

Do I need 42001 to use 42703?

No. 42703 stands alone. A 42001 programme makes the ownership and the evidence easier to manage, but it is not a precondition.

Does 42703 certify my 42001 system?

No. 42703 has no certification scheme. A 42001 certificate covers the management system, not the system-level bias record.

Which should I do first?

Start with the scope and the bias profile. They are useful under either standard, and they show the 42001 programme where the system-level evidence is missing.

THE RULES THIS IS BUILT FROM

The rules this is built from

Read from the real rules, not invented. Every clause answer on this site points to the official rule behind it, so you can check any line yourself. The register holds 67 records, 269 evidence lines and 201 common failure lines. The dates come from the ISO record. The substance comes from the published IEEE edition behind the joint project.
