Answer

Is ISO 42703 the same as IEEE 7003-2024?

In substance, yes. The DIS is the joint ISO, IEC and IEEE project; IEEE Std 7003-2024 is its published IEEE edition, approved on 11 December 2024 and published on 24 January 2025. The ISO edition adds the ISO foreword and editorial conventions and may adjust terminology. No public clause change is recorded, and none is claimed here.

What the relationship means

A joint ISO, IEC and IEEE project can share a title and a technical source with an IEEE edition. The published IEEE edition supplies the clause text; the joint project adds the ISO and IEC front matter and the editorial conventions. The site treats that as a reading of the relationship, not as an ISO statement.

What the register follows

The register follows the IEEE 7003 clause numbers and titles, because they are the published text. Where the site says clause 8.4, it means the clause as the published IEEE edition states it. It does not claim to have seen an ISO renumbering.

What may differ

The ISO foreword, the ISO references and some terminology can differ. An ISO editorial change can matter to a reader, which is why the site says plainly that it has not seen the DIS text and will not invent a change. The watch sends the diff when the FDIS or the published standard appears.

Why this is useful

The published source can be read now. A team can build the bias profile, the stakeholder set, the data map and the signed assessment before the ISO label arrives, and the work transfers. Waiting for the ISO edition delays the record without changing the substance.

Questions

Should a contract cite IEEE 7003 or ISO 42703?

Cite the published edition, IEEE 7003-2024, if the contract needs a standard today. A citation to ISO 42703 cites a draft that may change and cannot be certified against.

Is IEEE 7003 free?

The IEEE SA page states that the PDF is available at no cost through the IEEE GET programme. The site links the page rather than the file.

Does the ISO edition replace IEEE 7003?

The published IEEE edition remains the readable text either way. The joint project becomes the ISO and IEC catalogue entry when it is published.

THE RULES THIS IS BUILT FROM

The rules this is built from

Read from the real rules, not invented. Every clause answer on this site points to the official rule behind it, so you can check any line yourself. The register holds 67 records, 269 evidence lines and 201 common failure lines. The dates come from the ISO record. The substance comes from the published IEEE edition behind the joint project.

ONE STAGE RECORD

No invented date

Stage 40.99 is recorded on 16 September 2026. The planning date is an estimate and is labelled wherever it appears.

Read the record

The ISO draft text is not public and is not reproduced. Each record cites the published clause it comes from. Where the public record is silent, the page says so.
